His feeling was that you might have some intriguing thoughts about how U.S. elections could be reformed. As you know from this piece last summer about the electoral college, Ron is a strong advocate for reform. What follows is his poll for YOU.
Beginning in 1970 -- with revisions and updates in 1985 and 2000 -- the Canadian government bade farewell to bungling and inconsistencies in their electoral processes. They wrote a national elections law with strong enforcement procedures, with a national appointee in charge -- the Chief Electoral Officer -- and a comprehensive approach to the electoral process. On the election side, every aspect was covered, including a national registry of electors (voters); enforceable limits on contributions, expenses, radio and television advertising, length of the campaign; unform procedures for nominations and eligibility; and on and on. The Chief Electoral Officer is a lifetime appointment, with mandatory retirement at age sixty-five, and a strong mandate to keep the process fair throughout the country.The national officer in charge was joined by a Chief Electoral Officer in each of the provinces, to administer the elections program on behalf of the local constitutencies. There is one set of authoritative national electors, and the provincial Officer uses a subset of that list.
This national-provincial organization was paired with another body, the Boundaries Commission, whose job it is to lay out the electoral districts of Canada. Again, the Commission operates on a national basis, with equivalent bodies in the provinces. The members are a mixed body of citizens with various sources of appointment.

We Americans need to get help to be free of this corrupt, decentralized, chaotic, inconsistent electoral system.
